Mitigation Activity Information <br />What type of activity are you proposing? <br />91.1 -Local Multihazard Mitigation Plan <br />Please select one of the following options to describe the intent of this proposal: <br />Update an existing plan <br />I1elp <br />If updating an existing Disaster Mitigation Act of 2000 plan, or modifying a plan <br />adopted prior to the <br />Disaster Mitigation Act of 2000, please explain. <br />The purpose of the Hawaii County Plan Update is to update County multi-hazard <br />mitigation information and also support the State's mitigation plan. The Plan update will <br />include project data from the following county-level projects: 1) Enhanced Interactive <br />Lava Flow Modeling Program F1owGo II, 2) Mapping of Landslide Hazard Areas, and 3) <br />Area Development Plan for Existing and Future Development. 1) Enhanced Interactive <br />Lava Flow Modeling Program F1owGo II: Will update information to identify at-risk <br />areas, and support the Lava Flow Mitigation Plan, subsumed by reference by the State <br />Multi-Hazard Mitigation Plan. The proposed study will provide updated information to <br />identifying at-risk areas as a lava flow progresses, and assist in locating highest hazard <br />areas as flows approach. At this time, the Kilauea Volcano lava flow is encroaching upon <br />the Royal Gardens subdivision on Hawaii island, and has been repeatedly beset by lava <br />flows since 1983, when the first home to be claimed by lava was first burned by and then <br />overrun by the encroaching and devastating lava flow from the volcano that continues to <br />erupt today. 2)Mapping of Landslide Hazard Areas: The data products from this project <br />will enable improved earthquake loss estimates and analysis in support of the State Multi- <br />Hazard Mitigation Plan and the Hawaii County MultiHazard Mitigation Plan. The <br />emphasis of this study is on potential hazards impacting structures and lifelines, where <br />seismically induced slope instability is significant. The data collected from this study will <br />be used to generate potential hazard maps which could be used to identify already <br />developed as well as future building or development zones that may warrant further <br />detailed evaluation during planning. GIS maps are also planned, which could be used for <br />prioritization of evaluative studies, as well as be used as assessment aids for earthquake <br />damage emergency preparedness. 3) Area Development Plan for Existing and Future <br />Development: This project proposes to refine regulations and policies for new <br />developments, promote community education of precautions and protect existing <br />developments, and provide community outreach in regard to individual protective <br />measures. The Context Sensitive Solutions methodology will be used to identify a <br />comprehensive programmatic approach to mitigate the risks to existing and future <br />development in floodplain areas and to ~spdate and integrate floodplain regulations and <br />laws. To reduce risk and minimize flood damage for existing developments, the study also . <br />proposes to identify and prioritize floodplain mapping for all county districts for flood <br />insurance, to develop policies for unprotected subdivisions, and to coordinate disaster <br />preparedness planning relative to flood events and repetitive loss. <br />
