REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: September 30, 1997 Re: Comm. No. 483Bi11 No. 138 <br /> PLACE: Councilroom <br /> TIME: 10:35 A.M. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill No. 138, reports as follows: <br /> Bill No. 138, transmitted by Council Chair James Y. Arakaki, via Communication No. 483, dated September 3, 1997, initiates a <br /> Charter amendment to Article XIII, Section 13-28 of the Hawaii County Charter (1991 Edition), as amended, relating to the <br /> Salary Commission. <br /> Bill No. 138 will allow the Hawaii County Salary Commission the responsibility of establishing the salary of all county elected <br /> officials, the managing director, deputy managing director, housing administrator, safety coordinator, band director, county <br /> physicians, county clerk, deputy county clerk, legislative auditor, and department heads, along with the deputy department <br /> heads of departments as described in articles V through VII of the charter. <br /> Bill No. 138 also adds a provision which instmcts the Salary Commission to review and compensate the aforementioned <br /> persons in accordance with generally accepted principles of pay and compensation for work performed and preservation of a <br /> sensible relationship with the salazies of other county employees; provided, that once having set the salary of the Mayor, the <br /> salaries for all other positions set by the commission shall not exceed 95% of the mayor's salary. <br /> Currently, the Salary Commission establishes the compensation of the Mayor, Council, and Prosecuting Attorney.
