The project site is located within Zone <br />"X", area determined to be outside the 500-year floodplain. All development generated <br />storm run-off shall be disposed of on-site and not allowed onto adjacent properties or <br />roadways. <br />By letter dated November 1 l , 2008 the DLNR-HPD has determined that no <br />historic properties will be affected by this project because residential <br />development/urbanization and previous grubbing/grading has altered the land. No <br />professional surveys were conducted of the site due to the history of extensive <br />disturbance. No professional flora or fauna surveys were conducted of the site. The <br />applicant does not believe that rare or endangered floral or faunal resources are on the site <br />as the project site has been improved and is located within an urban environment close to <br />existing commercial uses. <br />The request is not contrary to Chapter 205A, Hawaii Revised Statutes, relating to <br />Coastal Zone Management. The project site is not proximate to the shoreline and not <br />located in the SMA. There is no record of a designated public access to the shoreline or <br />mountain areas that traverses the site. According to the applicant, no valued cultural, <br />historical or natural resources exist on the properties and there is no evidence of any <br />traditional and customary Native Hawaiian rights being practiced on the site. Thus, it is <br />not anticipated that the proposed request will have any adverse impact on cultural or <br />historical resources in the area. Therefore, no action is necessary to protect these rights. <br />Based on the above, approval of the change of zone request from a Single Family <br />Residential (RS-10) to a Neighborhood Commercial (CN-10) zoned district would result <br />in an appropriate land use pattern that will further benefit the general public. <br />For your favorable consideration, an amendment to Section 25-8-33 (City of Hilo Zone Map), of <br />the County Zoning Code is transmitted. <br />
