!~ <br /> <br />BTokunagaREZ.doc-12/15/08 <br />COUNTY OF HAWAII PLANNING DEPARTMENT <br />BACKGROUND REPORT <br />MICHAEL and PEGGY-KONANUI-TOKUNAGA <br />CHANGE OF ZONE APPLICATION (REZ 08-871 <br />MICHAEL and PEGGY KONANUI-TOKUNAGA have submitted an application for <br />a Change of Zone from Single-Family Residential 10,000 square feet (RS-10) to Neighborhood <br />Commercial 10,000 square feet (CN-10) for approximately 22,500 square feet of land. The <br />property is located on the southeast comer of Manono and Hualani Streets, Waiakea House Lots, <br />Waiakea, South Hilo, Hawaii, TMK: 2-2-34: 88. <br />PROPOSED DEVELOPMENT <br />1. Request/Project Description: Change of Zone from RS-10 to CN-10 to relocate the S. <br />Tokunaga Store to the property. The applicants own and operate the S. Tokunaga <br />(fishing supply) Store currently located near the corner of Hoku Street and Kilauea <br />Avenue. Because the current site has some parking and building limitations, and to <br />provide better customer service, the applicants purchased the property to relocate the <br />business to the new site. The proposed 7,176-square foot two-story structure will be <br />approximately 35 feet high. The ground level, consisting of 5,128 square feet, would <br />function as the sales azea, and the second floor mezzanine consisting of approximately <br />2,048 squaze feet, will be used for an office, rest area and additional storage space. <br />Twenty-three full-sized parking stalls, including one ADA-accessible stall, is proposed. <br />The proposed setbacks aze 15 feet fronting Manono and Hualani Streets, 18 feet in the <br />reaz (south side), and 100 feet in the rear (east side). Hualani Street will serve as the <br />primary access, while Manono Street would be limited to inbound traffic only to <br />accommodate periodic drive-thru patrons. (Planning Department Exhibit I -Change <br />of Zone application) <br />2. Timetable/Cost: Construction to commence early 2009, with occupancy by the end of <br />2009 or early 2010.
