<br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />The County Council reserves the right without prejudice to cancel or reject any or <br />all proposals and to waive any defects in the proposals or Notification, in the best <br />interest of the County. <br /> <br />Unless otherwise expressly provided in the contract, all provisions of these <br />specifications and instructions shall be considered to be part of the contract <br />entered into by the County and the Contract Auditor. Additionally, the County's <br />standard General Terms and Conditions for contracts will be included in the <br />contract. <br /> <br />The County shall have the right to suspend performance of the services under the <br />contract or terminate the contract in whole or in part at any time by written <br />notice to the Contract Auditor with good cause. <br /> <br />The successful proposer must apply to the Hawaii State Tax office and the <br />Internal Revenue Service in conformance with HRS, 103-53, for a tax clearance <br />prior to a contract being issued and again before final annual payment can be <br />made. In the event an apparent successful proposer is unable to furnish <br />appropriate certificates within ten (10) calendar days of being requested to do so, <br />the County will proceed to award the contract to the next most acceptable <br />proposer who shall furnish said certificates. It is not required, but strongly <br />suggested, that proposers furnish tax clearances with their proposals. <br /> <br />In conducting the Single Audit of Federal assisted programs, small business <br />concerns and business concerns owned and controlled by socially and <br />economically disadvantaged individuals are encouraged to participate in the <br />performance of the contract awarded to fulfill the audit requirements of <br />Chapter 75, Title 31, United States Code. <br /> <br />D. Contact Person; Questions and Clarifications Deadline; RFP Deadline <br /> <br />Questions or clarifications about the request for proposals may be directed in <br />writing to Connie Kiriu, Legislative Auditor, 25 Aupuni Street, Hilo, HI 96720 at <br />(808) 961-8388 (FAX: (808) 961-8572) Drior to December 15.1997. <br /> <br />The original proposal and 12 copies shall be mailed or delivered to Council Chair <br />James Y. Arakaki, c/o Purchasing Division, Room 118, 25 Aupuni Street, Hilo, <br />Hawaii 96720. The proposal must be received by the Purchasing Division 4:00 <br />p".m. on Monday, January 5, 1998. Requirements are set forth in Section VI of <br />this RFP. <br /> <br />-2- <br />
