REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: September 2, 1997 Re: Comm. No. 339/Bill No. 97 <br /> PLACE: Councilroom Comm. No. 339.01 <br /> TIME: 10:40 A.M. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill No. 97, reports as follows: <br /> Bill No. 97, transmitted by Public Works and Parks Committee Chair Dominic Yagong, via <br /> Communication No. 339, dated May 22, 1997, amends Chapter 18, Article 2, Division 1, <br /> Section 18-37.1, of the Hawaii County Code 1983 (1995 Edition), relating to public <br /> transportation. <br /> Bill No. 97 proposes to add a new section to read, "Annual license fees collected pursuant to this <br /> section shall be used exclusively for enforcement of County taxi industry regulations." This <br /> provision would direct the effective use of license fees to fund the enforcement of regulations of <br /> the taxi industry in the County of Hawaii. <br /> Currently, limited means of taxi regulation enforcement has caused numerous complaints of <br /> wrong-doing to go unexplored. While Bill No. 97 earmarks license fees to be used only for <br /> enforcement purposes, another bill will be initiated to appropriate current and previous year's <br /> funding for such purposes. It is anticipated that the funds will be used to hire two investigators <br /> in Hawaii County to investigate complaints and reinforce taxi regulations. <br /> Bill No. 97 was originally heard and approved by the Committee on Finance on July 1, 1997, FC <br /> Report No. 104. Subsequently, Bill No. 97 was referred back to committee on July 23, 1997 by <br /> <br /> the Council pending further clarification on the usage of fees collected for enforcement purposes. <br /> In response to Council concerns Comm. No. 339.01, transmitted by Transit Administrator <br /> Michael Cochran, dated August 7, 1997, stated all fees collected from taxi license applications <br /> will be used for enforcement purposes only and not for administrative purposes. <br /> Your Committee on Finance is in accord with the purpose and intent of Bill No. 97 and <br /> recommends its passage on second and final reading. <br /> Ikc <br /> Ayes 9nes ,1&F.
