<br />. <br /> <br />. <br /> <br />. <br /> <br />COUNTY OF HAWAII <br /> <br />STATE OF HAWAII <br /> <br />RESOLUTION NO.~ <br /> <br />RESOLUTION SUPPORTING THE EFFORTS OF THE NATIONAL ASSOCIATION OF <br />COUNTIES' JOINT CENTER FOR SUSTAINABLE COMMUNITIES AND CALLING <br />FOR THE DEVELOPMENT AND IMPLEMENTATION OF PUBLIC POLICIES AND <br />PLANNING STRATEGIES WHICH PROMOTE SUSTAINABILITY THROUGHOUT <br />THE COUNTY AND STATE. <br /> <br />WHEREAS, the National Association of Counties (NACo) recognizes that economic <br />opportunity, environmental protection, and social equity -- the three pillars of sustainable <br />communities -- are the foundation upon which counties can build a better quality of life for <br />their citizens; and <br /> <br />WHEREAS, NACo has entered into a formal collaboration with the United States <br />Conference of Mayors on behalf of our nation's communities called the Joint Center for <br />Sustainable Communities to provide a forum for cities and counties to work together to <br />develop long-term policies that will create sustainable communities; and <br /> <br />WHEREAS, President Clinton and Vice President Gore have endorsed the creation of <br />the Joint Center for Sustainable Communities to help in the implementation of the <br />recommendations included in "Sustainable America," the initial report of the President's <br />Council on Sustainable Development; and <br /> <br />WHEREAS, as locally elected representatives, state and county officials have a <br />significant responsibility to provide leadership which will seek community based solutions to <br />strengthen their own communities; and <br /> <br />WHEREAS, the Preamble of the Constitution of the State of Hawaii, as amended, <br />reserves unto the People "the right to control our destiny, to nurture the integrity of our <br />people and culture, and to preserve the quality of life we desire"; and <br /> <br />WHEREAS, Article XI, Section 1 of the State Constitution further states that, for the <br />benefit of present and future generations, the State and its political subdivisions shall <br />conserve and protect Hawaii's natural beauty and all natural resources, and shall promote the <br />development and utilization of these resources in a manner consistent with their conservation <br />and in furtherance of the self-sufficiency of the State. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY <br />OF HAW AIl that the Council support and encourage the Joint Center's development of <br />further strategies for dealing with local and regional sustainable development issues. <br />
