COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 59 09 RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF HEALTH, PURSUANT TO HRS 46-7, FOR THE MENTAL HEALTH TRANSFORMATION STATE INCENTIVE GRANT WHEREAS, the Big Island Task Force on Criminal Justice (BITFCJ) was originally formed in the early 1980s to address the overcrowding at Hawaii Community Correctional Center; and WHEREAS, in the year 2000, the 704 Handbook Committee of the BITFCJ was formed to look at the 704 processes and procedure; and WHEREAS, The Hawai'i Office of the Prosecuting Attorney is an active participant of the 704 Handbook Committee of the BITFCJ, that is also made up with representatives of the Courts, Probation, Police, Correctional Facility, Public Defender, and Parole; and WHEREAS, the group has identified the need for multi -disciplinary training to transform and elevate the awareness, ability and response of the people who interact professionally with Severely Persistent Mentally III (SPMI) consumers; and WHEREAS, the committee applied for a Mental Health Transformation State Incentive Grant and received funding to implement the training on SPMI populations; and WHEREAS, these monies, derived from Federal funds, will be used to train professionals who interface and work with SPMI consumers and typically do not get training in their course of work; and WHEREAS, the Hawaii Office of the Prosecuting Attorney will be administering the funds for this training program; and WHEREAS, Hawai'i Revised Statutes, Section 46-7, requires that county departments obtain the consent of the council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers.
