COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. 59 09 <br />RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER <br />INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT <br />OF HEALTH, PURSUANT TO HRS 46-7, FOR THE MENTAL HEALTH <br />TRANSFORMATION STATE INCENTIVE GRANT <br />WHEREAS, the Big Island Task Force on Criminal Justice (BITFCJ) was <br />originally formed in the early 1980s to address the overcrowding at Hawaii Community <br />Correctional Center; and <br />WHEREAS, in the year 2000, the 704 Handbook Committee of the BITFCJ was <br />formed to look at the 704 processes and procedure; and <br />WHEREAS, The Hawai'i Office of the Prosecuting Attorney is an active <br />participant of the 704 Handbook Committee of the BITFCJ, that is also made up with <br />representatives of the Courts, Probation, Police, Correctional Facility, Public Defender, <br />and Parole; and <br />WHEREAS, the group has identified the need for multi -disciplinary training to <br />transform and elevate the awareness, ability and response of the people who interact <br />professionally with Severely Persistent Mentally III (SPMI) consumers; and <br />WHEREAS, the committee applied for a Mental Health Transformation State <br />Incentive Grant and received funding to implement the training on SPMI populations; and <br />WHEREAS, these monies, derived from Federal funds, will be used to train <br />professionals who interface and work with SPMI consumers and typically do not get <br />training in their course of work; and <br />WHEREAS, the Hawaii Office of the Prosecuting Attorney will be administering <br />the funds for this training program; and <br />WHEREAS, Hawai'i Revised Statutes, Section 46-7, requires that county <br />departments obtain the consent of the council to enter into agreements with the federal <br />or state governments respecting action to be taken pursuant to any of the powers <br />granted by law to furnish, expend, and receive any funds or other assistance in <br />connection with projects being or to be undertaken pursuant to those powers. <br />
