<br />t> <br /> <br />. . <br /> <br />COUNTY OF HAWAII STATE OF HAWAII <br /> <br />RESOLUTION NO. 1 9 G 9 '1 <br /> <br />RESOLUTION REQUESTING THE MAYOR TO DEVELOP A HAMAKUA LANDS <br />DISPOSITION PLAN FOR COUNTY -OWNED PROPERTIES <br /> <br />WHEREAS, in 1994, the Hawaii County Council agreed to accept approximately <br />4,400 acres of land from Western Farm Credit Bank as settlement for real property tax <br />payments owed by the former Hamakua Sugar Company; and <br /> <br />WHEREAS, these public lands, as presently roned, have. recently been valued at <br />approximately $10,706,500; and <br /> <br />WHEREAS, the settlement amount and the annual tax, revenues lost as a result of the <br />private to public ownership conversion have shifted tax burdens to other lands during this <br />period of public ownership; and <br /> <br />WHEREAS, the County continues to struggle in distributing its limited resources <br />amongst ever-increasing demands for more programs, services, and facilities; and <br /> <br />WHEREAS, the disposition of these public lands will result in resources being made <br />available for programs, services, and facilities and, more importantly, will place these public <br />lands back on the real property tax rolls; and <br /> <br />WHEREAS, the County Council finds that the County is not organized properly to <br />handle land management and development programs; and <br /> <br />WHEREAS, the County Council further finds that it is in the public's best interest that <br />these lands be disposed of and that the proceeds be made available to meet the public's demand <br />for more and improved programs, services, and facilities. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY <br />OF HAWAII that it requests the Mayor to develop a disposition plan of the former Hamakua <br />Sugar Company lands delineated in Exhibit A. <br /> <br />BE IT FURTHER RESOLVED that the Hamakua lands disposition plan shall consider <br />sale, exchange or other means of disposal. <br />
