. . Qw.oJ^6.~,~ COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 222 98 RESOLUTION AUTHORIZING A THREE MONTH MORATORIUM WAIVER OF ALL PARKING METER FEES IN DOWNTOWN HILO. WHEREAS, the Downtown Improvement Association (D.I.A.) Parking Committee has been meeting for several years to discuss downtown Hilo's parking problems andJo find solutions to those problems; and WHEREAS, the D. I. A. Parking Committee has identified the abuse of short term metered stalls and the inadequate enforcement of those abuses as two specific areas that need improvement; and WHEREAS, as a practical and temporary solution to the parking problems, the Council adopted Resolution Nos. 416-96 (Draft 2) and 87-97, which waived parking meters fees in the stalls bounded by Kamehameha Avenue, Bayfront Highway and the Mooheau Bus Terminal from December 2, 1996 through December 31, 1997; and WHEREAS, the D. I. A. Parking Committee has requested that the County institute a pilot project for a three-month moratorium period on the 2-hour and 8-hour parking metered stalls encompassing that area beginning at the intersection of Kinoole Street and Ponahawai Street, traveling easterly (makai) on Ponahawai Street; then northwest bound (Hamakua direction) on Kamehameha Avenue including the area to the north of Mooheau Bus Terminal; then west bound onto Wailuku Drive; then south bound onto Ululani Street; then east bound down onto Haili Street; and finally south bound onto Kinoole Street to Ponahawai Street (Exhibit A); and WHEREAS, the D. I. A. Parking Committee proposes to prepare an assessment of business activity in downtown Hilo during the course of the moratorium.
