<br />. <br /> <br />. <br /> <br />.. <br /> <br />~ <br /> <br />COUNTY OF HAWAII <br /> <br />STATE OF HAWAII <br /> <br />RESOLUTION NO. <br /> <br />228 98 <br /> <br />A RESOLUTION ADOPTING THE NATIONAL ASSOCIATION OF COUNTIES' <br />STATEMENT OF VALUES FOR THE COUNTY OF HAWAII <br /> <br />WHEREAS, the National Association of Counties (NACo) has adopted a statement of <br />values for the NACo Platfonp; and <br /> <br />WHEREAS, Article XI, Section 1 of the Ha~aii State.Constitution states that the <br />State and its political subdivisions shall conserve and protect Hawaii's natural beauty and <br />all natural resources, and shall promote the development and utilization of these <br />resources in a manner consistent with their conservation and in furtherance of the self- <br />sufficiency of the State; and <br /> <br />WHEREAS, the statement of values reflects the fundamental concepts of sustainable <br />communities with the concept that communities should develop their own vision of their <br />future and consider how all the elements of a sustainable community are interrelated; and <br /> <br />WHEREAS, the members of the County Council of Hawaii recognize that economic <br />opportunity, environmental integrity, and societal equity are the foundation upon which <br />counties can build a better quality of life for its citizens; and <br /> <br />WHEREAS, as locally-elected representatives, Council members have a significant <br />responsibility to provide leadership that will seek community based solutions to <br />strengthen the county. <br /> <br />WHEREAS, the Hawaii County Council adopted resolution 188-97 which supports <br />the development and implementation of public policies and planning strategies which <br />promote sustainability throughout the County and State. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the County of Hawaii <br />that, in conjunction with the National Association of Counties, it supports the following <br />values which can lead to development of sustainable communities: <br /> <br />. Economic vitality which is crucial to the health of every community; <br /> <br />. Natural, scenic, cultural and historic resources that are important community assets; <br /> <br />. Choices should be made to accommodate ec~momic development while preserving <br />vital natural environmental systems; <br />
