<br />. <br /> <br />. <br /> <br />.' , <br />of __ <br /> <br />COUNTY OF HAWAII <br /> <br />STATE OF HAWAII <br /> <br />RESOLUTION NOo~ <br />(Draft 3) <br />A RESOLUTION ADOPTING THE NATIONAL ASSOCIATION OF COUNTIES' <br />STATEMENT OF VALUES FOR THE COUNTY OF HAW AI'I <br /> <br />WHEREAS, the National Association of Counties (NACo) has adopted a statement of values <br />to guide its efforts in helping counties define and secure their own community vision; and <br /> <br />WHEREAS, the statement of values reflects the fundamental concepts of <br />sustainability and supports the principle that communities develop their own vision of a <br />sustainable future; and <br /> <br />WHEREAS, the members of the County Council of Hawai'i recognize that economic <br />opportunity, environmental integrity, and societal equity are the three pillars of sustainability and <br />the foundation upon which the county can build a better quality of life for its citizens; and <br /> <br />WHEREAS, as locally-elected representatives, Council members have a significant <br />responsibility to provide leadership that will seek community based solutions to strengthen the <br />county; and <br /> <br />WHEREAS, the Hawai'i County Council adopted resolution 188-97 which supports the <br />development and implementation of public policies and planning strategies which promote <br />sustainability throughout the County and State; and <br /> <br />WHEREAS, the Preamble of the Constitution of the State of Hawai'i reserves unto the People <br />"the right to control our destiny to nurture the integrity of our people and culture and to preserve <br />the quality of life we desire"; and <br /> <br />WHEREAS, the Constitution further mandates that, "for the benefit of present and future <br />generations, the State and its political subdivisions shall conserve and protect Hawai'i's natural <br />beauty and all natural resources, and shall promote the development and utilization of these <br />resources in a manner consistent with their conservation and in furtherance of the self-sufficiency <br />of the State." <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF <br />HA W AI'I that, in conjunction with the National Association of Counties, the Council adopts the <br />following values which promote sustainable communities: <br /> <br />.
