Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 136, reports as follows: Resolution No. 136, transmitted by Executive on Aging William Takaba, via Communication No. 421, dated July 30, 1997, authorizes the County of Hawaii to enter into agreement ADM-4-98/99-819 with the Executive Office of Aging, Officer of the Governor and the State of Hawaii to provide for the Area Plan on Aging to maintain programs relevant to the needs of the elderly. The Executive Office on Aging, pursuant to Chapter 349, Hawaii Revised Statutes, is mandated the responsibility of developing and implementing various programs for elderly persons throughout the State. Pursuant to Title III of the Older Americans Act of 1965, as amended, 42 U.S.C., Section 3001, et sea., section 30581, the State developed a State Plan on Aging for the 1995-99 fiscal period. Under the Act, the designated area agencies are responsible for an approved plan or a comprehensive and coordinated system of services to the elderly. The Hawaii County Office of Aging has developed such a plan. The State of Hawaii has appropriated federal funds for the fruition of the above-mentioned program, and wishes to distribute funds to the County of Hawaii, by and through the Office of Aging for these purposes through Contract ADM-4-98/99-8/9 in the amount of $5,966. Pursuant to Section 46-8, Hawaii Revised Statutes, as amended, the Governor of the State of Hawaii may enter into agreements with the Counci] of the County of Hawaii providing for the co-sponsorship and joint development and maintenance of programs and projects which have been authorized by the legislature. The Council Chair is hereby authorized and designated to sign in the name of the Council of the County of Hawaii Contract ADM-4-98/99-8/9. FC REPORT NO. 120
