<br />. <br /> <br />. <br /> <br />'~} ., <br /> <br />~~ <br />' , <br />,', -, <br /> <br />COUNTY OF HAWAII <br /> <br />STATE OF HAWAII <br /> <br />RESOLUTION NO. <br /> <br />235 98 <br /> <br />HOUSING PRESERVATION GRANT PROGRAM TO PROVIDE LOW OR ZERO <br />INTEREST LOANS OR GRANTS TO QUALIFIED FAMILIES. <br /> <br />WHEREAS, the United States Department of Agriculture, Rural <br />Development (RD) , has advised the County of Hawai'i on <br />December 24, 1997, that a preapplication for the 1998 Housing <br />Preservation Grant (HPG) program is due on March 24, 1998; and <br />WHEREAS, $134,594.00 is available for Statewide competition; <br /> <br />and <br /> <br />WHEREAS, the primary objective of the HPG program is to <br />provide low or zero interest loans or grants to low income <br />families for basic renovations and repairs to their homes; and <br />WHEREAS, Section 2-73, Hawai'i County Code, requires that <br />all instruments and documents relating to the housing programs of <br />the Hawai'i County Housing Agency be signed by the Mayor as <br />authorized by the Charter and the Council; and <br />WHEREAS, it is required by the RD that the County of Hawai'i <br />submit a preapplication with certifications and other <br />documentation assuring conformance to related rules, regulations <br />and laws of the HPG program; and <br />WHEREAS, it is further required by the RD that, if the <br />preapplication is approved, the County of Hawai'i must submit an <br />application to obligate funds; and <br />WHEREAS, the County of Hawai'i passed a resolution on <br />May 20, 1997, approving a multi-year contract to implement the <br />1996, 1997 and 1998 HPG funds if the County is successful in <br />competing for these funds; and <br />WHEREAS, the Hawai'i County Economic Opportunity Council <br />(HCEOC) was awarded the multi-year contract; and <br />
