No. 344 <br /> PLACE: Councilroom <br /> <br /> TIME: 10:40 A.M. <br /> Chair and Members <br /> <br /> Hawaii County Council <br /> <br /> Hilo, Hawaii 96720 <br /> <br /> Your Committee on Finance, to which was referred Resolution No. 106, reports as follows: <br /> <br /> Resolution No. 106, transmitted jointly with Bill No. 99 by Finance Director Harry Takahashi, <br /> <br /> via Communication No. 344, dated May 27, 1997, authorizes the County of Hawaii to enter into <br /> <br /> an agreement with the United States of America for a COPS (Community Oriented Policing <br /> Services) Universal Hiring Supplemental grant. <br /> <br /> The United States of America through the U.S. Department of Justice Office of Community <br /> <br /> Oriented Policing Services, is desirous of providing funding for expenses to implement more <br /> <br /> effective crime-fighting strategies. To help meet this challenge, more police officers are needed <br /> <br /> on the streets to provide the means to link citizens and law enforcement officers in a partnership. <br /> <br /> Pursuant to Section 46-7 of the Hawaii Revised Statutes, the Federal government may enter into <br /> <br /> agreements with the Council of the County of Hawaii providing the expenditures or receipt of <br /> <br /> funds or for other assistance.
