REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: June 16, 1997 Re: Comm. No. 314 <br /> PLACE: Councilroom <br /> TIME: 9:10 A.M. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 94, reports as follows: <br /> Resolution No. 94, transmitted by Finance Director Hany Takahashi, via Communication <br /> No. 314, dated May 6, 1997, authorizes the County Of Hawaii to enter into an agreement with <br /> the United States of America for a Statewide Marijuana Eradication Grant. <br /> The United States of America through the State Department of the Attorney General Crime <br /> Prevention and Justice Assistance Division, is desirous of providing funding for expenses to <br /> conduct mazijuana missions. The Hawaii County Police Department is ready and willing to <br /> proceed with its obligations to operate these missions. <br /> Pursuant to Section 46-7 oY'the Hawaii Revised Statutes, the Federal Government may enter <br /> <br /> into agreements with the Council of the County of Hawaii providing the expenditures or <br /> <br /> receipt of funds or for other assistance. The Mayor is hereby authorized and designated to <br /> sign in the name of the County Project Number 96-DB-13, which will effectuate these <br /> <br /> purposes. <br /> Resolution No. 94 was first heazd at the June 3, 1997 Finance Committee meeting. At that <br /> <br /> time, numerous public testimony was heazd in opposition of Resolution No. 94. Your <br /> committee voted to defer the measure pending a special meeting where the Police Department <br /> would he present to answer questions posed by committee members. <br /> Today's special Finance Committee meeting included numerous testimony both in favor and <br /> in opposition of the marijuana eradication program. In favor of the program, were members <br /> of the Hawaii County Police Department, State Narcotics Task Force, Federal Drug <br /> Enforcement Agency, and the United States Attorney General's Office. <br /> Today's discussion examined the County's responsibility to conduct a mandatory program <br /> review of the Statewide Marijuana Eradication Program, and allowed the Police Department <br /> an opportunity to address allegations ofnon-compliance with grant conditions. <br /> FC REPORT NO. i o 3 <br /> <br />
