No. 172 : / i <br /> <br /> PLACE: Councilroom <br /> <br /> TIME: 10:45 A.M. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill No. 51, reports as follows: <br /> Bill No. 51, transmitted by Finance Director Harry Takahashi, via Communication No. 172, <br /> dated February 19, 1997, amends Chapter 19 of the Hawaii County Code, relating to Real <br /> Property Taxes. A second draft of Bill No. 51 was introduced to Your Committee at the meeting <br /> inclusive of corrections to grammatical errors, as stated in Communication No. 172.01. <br /> Bill No. 51, Draft 2, proposes technical amendments to Chapter 19, which was initially enacted <br /> by Ordinance No. 613 in 1981 when the county officially took over the real property tax function <br /> from the state. More substantive policy changes to Chapter 19 will be forthcoming. <br /> Bill No. 51, Draft 2 was first heard at the Mazch 6, 1997 meeting. Present to answer questions <br /> were Marion Euginio and Wes Takai from the Real Property Tax Division and Finance Director <br /> Hazry Takahashi. Concerned with the numerous proposed amendments to Chapter 19, Your ' <br /> Committee decided to examine each amendment separately. Due to the intensive review given to <br /> each amendment, Bill No. 51 draft 2 was heazd at three subsequent meetings held on Mazch 18, <br /> April 1, and April 15, 1997. <br /> Proposed amendments to Chapter 19 were mainly technical in nature and intended to bring that <br /> chapter in conformity to modernized standards currently practiced within the Real Property Tax <br /> field.
