COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. ~~ ®9 <br />RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER <br />INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT <br />OF THE ATTORNEY GENERAL, PURSUANT TO HRS 46-7, FOR A <br />SEXUAL ASSAULT FORENSIC EXAMINER (SAFE) STANDBY PAY <br />GRANT FOR THE HAWAII COUNTY POLICE DEPARTMENT <br />WHEREAS, the State of Hawaii Department of the Attorney General, Crime <br />Prevention-and Justice Assistance Division has authorized funding for standby pay for <br />the Hawaii County Police Department's Sexual Assault Forensic Examiner (SAFE) <br />personnel; and <br />WHEREAS, the SAFE personnel are called upon to conduct exams on victims of <br />sexual assault in assisting the department's Sex Crimes Units, which are responsible to <br />investigate all sexual assaults and difficult abuse cases; and <br />WHEREAS, SAFE personnel also perform forensic examinations and evidence <br />collection of female homicide victims and domestic violence victims where sexual <br />assault is also suspected; and <br />WHEREAS, SAFE nurses have been put on standby status, which means they <br />must respond when called to conduct an examination at any time of the day or week, <br />and are not compensated for it; and <br />WHEREAS, standby pay, which compensates the nurses who are on standby <br />status, is needed to attract and retain SAFE nurses; and <br />WHEREAS, the goal of the SAFE project is to irnprove Hawaii County's <br />response to violent sex crimes, physical abuse and crimes of violence against women; <br />and <br />WHEREAS, providing standby pay will help improve forensic examination <br />services provided to the victims of sexual assault island-wide in a timely manner; and <br />WHEREAS, the funds provided by the State of Hawaii Department of the <br />Attorney General are derived from grants provided by the federal government; and <br />
