No. 272 .r ~f <br /> PLACE: Councilroom <br /> TIME: 10:5() A.M. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill No. 77, reports as follows: <br /> Bill No. 77, transmitted by Finance Director Harry Takahashi, via Communication No. 272, <br /> dated April 8, 1997, amends Ordinance 96-68, as amended, relating to public improvements and <br /> financing thereof in the Capital Budget ending June 30, 1997 by adding the following project: <br /> PUBLIC WORKS <br /> Landfill Closure/Material Recovery Facility $10,000,000 <br /> (110-699-5691.10-115) <br /> Funds for this project shall be provided from: <br /> General Obligation Bonds, and/or Other Sources $10,000,000 <br /> Establishing this appropriation will enable the County to address solid waste issues when a <br /> <br /> judgment or resolution is determined on the West Hawaii landfill decision. In funding this <br /> appropriation, it is proposed that the remaining Capital Project fund balance of $981,760 be <br /> utilized in the total funding package. An earlier appropriation lapsed on June 30, 1996. <br /> Pursuant to Article X, Section 10-8 of the Hawaii County Charter, Appropriations: Supplemental <br /> and Emergency, when during any fiscal year there are available any funds for appropriation, the <br /> mayor shall certify to the county council and the county council may amend or make <br /> supplemental appropriations for the year up to the amount of available revenues. <br /> Strong reservations were shared among committee members in regard to the costly financing of <br /> undetermined usage. Finance Director Harry Takahashi explained that the funds requested was <br /> to be used for both the Kealakehe and Hilo landfills and to take immediate steps to deal with the <br /> possible closure of the Puuanahulu landtll. <br /> Council member Bobby Jean Leithead-Todd requested that Bill No. 77 be amended to <br /> appropriate the proposed funds into two separate accounts, $9,500,000 into the Landfill Closure <br /> account, and $500,000 into a Material Recovery Facility account; therefore, allowing the funds to <br /> be more authoritatively managed. <br /> FC REPORT NO. 81 <br /> <br />
