<br /> <br /> O <br /> 0 <br /> 0 <br /> 0 <br /> <br /> O INTRODUCTION <br /> O <br /> <br /> O Purpose and Organization <br /> O The County of Hawaii General Plan directs the Planning Department to prepare an annual report to <br /> monitor progress towards the General Plan goals, objectives and policies. This document is the first <br /> O report. <br /> O The General Plan is organized into thirteen substantive sections. In this report, those sections are <br /> clustered into the three, broad goal areas for sustaining Hawaii Island's environment, economy, and <br /> O community. <br /> <br /> Within those goal areas, County agencies have specific roles and responsibilities, which correspond with <br /> O sections of the General Plan. The table below demonstrates the connections between goal areas, sections <br /> of the General Plan, and the responsibilities of various County agencies. The Offices of <br /> Q Management, the Corporation Counsel, and the County Clerk as well as the Departments of Finance, <br /> O Human Resources, and Data Systems serve the goals of the General Plan by providing leadership, legal <br /> support, information access, financial management, staffing, and technological support for the other <br /> O County departments. <br /> O <br /> O Limitations <br /> O The General Plan includes hundreds of goals and policies, and this report does not cover them <br /> O comprehensively. First, some goals are specific to a district or two. Second, a comprehensive report <br /> would be very long. Moreover, it's impossible: progress in meeting some of the goals and policies can't <br /> O be measured regularly.
