REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: February 18, 1997 Re: Comm. No. 140 <br /> PLACE: Councilroom <br /> TIME: 10:30 A.M. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 41, reports as follows: <br /> Resolution No. 41, transmitted by Mayor Stephen K. Yamashiro, via Communication No. 140, <br /> dated February 3, 1997, amends Salary Ordinance 96-64 by adding a Deputy Director of Finance <br /> position. <br /> Pursuant to Article III, §3-13 of the Hawaii County Charter, interim amendments to the Salary <br /> Ordinance may be made by resolution. Further, Article V, §5-1.3(c) of the Hawaii County <br /> Charter, authorizes the mayor to create positions, including position of deputy or assistant to <br /> each head of an agency for which appropriations have been made by the council. Lastly, <br /> Article V, §5-3.3(1) of the Hawaii County Charter, provides For the appointment of a deputy <br /> director of finance. <br /> According to Finance Director Harry Takahashi, it is contemplated that the role of the Deputy <br /> Finance Director is to provide assistance with the daily operations within the Department of <br /> Finance, thus allowing the Finance Director the opportunity to work closely with the Mayor, <br /> County Council and various departments.
