REPORT OF THE
COMMITTEE ON FINANCE
DATE: February 6, 1997 Re: Comm. No. 87
PLACE: Councilroom

TIME: 11:10 A.M.
Chair and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Finance. to which was referred Bill No. 31, reports as follows:
Bill No. 31, transmitted by Finance Director Harry Takahashi, via Communication No. 87, dated
January 8, 1997, amends Ordinance 96-68, as amended, relating to the Capital Budget ending
June 30, 1997, by adding the following projects:
PUBLIC WORKS
Pauka'a Community Collector Sewer -SRF $2,500,000.00
(110-699-5691.08-115)
Waiakea Houselot Collector Sewer, Phase II -SRF 6,900,000.00
(110-699-5691.09-115)
Funds for these projects shall be provided from:
State Revolving Funds (SRF) $9,400,000.00
Bill No. 31, an appropriation bill for the above-referenced sewer extension projects, first surfaced
at the January 21, 1997 Finance Committee meeting. Action on the bill was deferred at that time
inasmuch as accompanying resolutions authorizing such sewer extensions, as required by section
21-26 of the Hawaii County Code, had not yet been properly submitted by the administration.
Your committee deemed it prudent to first afford the Public Works and Parks Committee the
opportunity of addressing the merits of any such resolutions before taking action on any
appropriation bill relating thereto.
Accordingly, Resolution Nos. 30 and 31, transmitted by Chief Engineer Donna Fay Kiyosaki,
dated January 21, 1997, were discussed at the Public Works and Parks Committee meeting
earlier today. Those resolutions would authorize the sewer extensions for the Pauka'a
Community Collector Sewer, Phase II and Waiakea Houselot Collector Sewer, Phase ti,
respectively. Action on Resolution No. 30 was deferred, while Resolution No. 31 was approved.
Despite that committee's deferral on Resolution 30, this committee saw no reason to similarly
defer action on the instant appropriation bill.
FC REPORT NO. 44
