COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. 7$ 09 <br />RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER <br />INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT <br />OF THE ATTORNEY GENERAL, PURSUANT TO HRS 46-7, FOR A <br />SEXUAL ASSAULT FORENSIC EXAMINER (SAFE) TRAINING GRANT <br />FOR THE HAWAII COUNTY POLICE DEPARTMENT <br />WHEREAS, the State of Hawaii Department of the Attorney General, Crime <br />Prevention and Justice Assistance Division has authorized funding towards the Hawaii <br />County Police Department's Sexual Assault Forensic Examiner (SAFE) Training <br />Project; and <br />WHEREAS, the SAFE personnel receive extensive training in recognition, <br />evaluation, and classification of various injuries which result from sexual contact and <br />further training in performing amedical-legal examination, forensic photography, <br />evidence collection, report-writing and other methods of documenting injuries for <br />evidential purposes; and <br />WHEREAS, the improved evidence collection and testimonial evidence provided <br />by the SAFE personnel to the Sex Crime Unit detectives and Prosecutors have <br />contributed to the successful prosecution of many sex offenders; and <br />WHEREAS, the goal of this project is to improve Hawaii County Police <br />Department's ability to respond to violent crimes against women, primarily sexual <br />assault with associated intimate partner violence, physical abuse and homicide; with <br />improved medical and forensic examination services provided to victims island-wide; <br />and <br />WHEREAS, this goal can be accomplished by providing updated specialized <br />training for SAFE personnel that is critical to ensure that best practice methods in <br />evidence collection, investigative techniques, documentation of injuries and diseases <br />related to sexual assault, and court presentation are established; and <br />WHEREAS, the funds provided by the State of Hawaii Department of the <br />Attorney General are derived from grants provided by the federal government; and <br />
