No. 36 <br /> PLACE: Councilroom <br /> TIME: 10:47 A.M. <br /> Chairman and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 15, reports as <br /> follows: <br /> Resolution No. I5, transmitted jointly with Bill No. 9 by Finance Director Harry <br /> Takahashi, via Communication No. 36, dated December 5, 1996, authorizes the County <br /> of Hawaii to enter into an agreement with the United States of America for a Mobile <br /> Video Recorders Grant. <br /> Resolution No. 15, Drafr 2, transmitted with Communication No. 36.01, dated December <br /> 20, 1996, amends the original document by changing the wording in the title to state <br /> "Authorizing The County Of Hawaii To Enter Into An Agreement...For AHawaii Mobile <br /> Video Recorder Grant' in place of "Authorizing The Mayor Of The County Of Hawaii <br /> To Enter Into An Agreement...For AHawaii Mobile Vendor Recorder Grant." <br /> The United States of America, through the State Department of Transportation Motor <br /> Vehicle Safety Office, is desirous of providing funding for expenses to purchase four (4) <br /> mobile video recorders. "The purchase of four mobile video recorders will enable the <br /> Police Department to videotape the criminal in the act of driving under the influence of <br /> intoxicating liquor. <br /> Pursuant to Section 46-7 of the Hawaii Revised Statutes, the Federal government may <br /> enter into agreements with the Council of the County of Hawaii providing the <br /> expenditure or receipt of funds or for other assistance.
