COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. 90 U9 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT(S) <br />WHEREAS, aggressive driving is an ongoing problem in the County of Hawaii; and <br />WHEREAS, the National Highway Traffic Safety Administration (NHTSA) defines <br />aggressive driving as occurring when "an individual commits a combination of moving traffic <br />offenses so as to endanger other persons or property"; and <br />WHEREAS, long commutes, traffic congestion, familiarity of the road, and a shortage of <br />police officers are just some of the contributing factors that cause aggressive driving; and <br />WHEREAS, the goal of this project is to reduce the number of fatalities and injuries, and <br />to set up additional checkpoints and roving patrol in order to deter speeding, illegal passing, <br />illegal lane usage, cutting corners, and driving on the shoulders; and <br />WHEREAS, this project will focus on the area of upper Puna and conduct at least 35 <br />aggressive driving traffic enforcement projects concentrating along Highway 11 between <br />Kurtistown and Hawaii Volcanoes National Park boundary and North Kulani Road and conduct <br />at least 10 inconspicuous projects involving unmarked police vehicles; and <br />WHEREAS, Contingency Relief funds from Council District 6 will be appropriated to <br />the Hawaii County Police Department to underwrite a continued Aggressive Driving Project in <br />Upper Puna; now, therefore, <br />
