<br />. <br /> <br />. <br /> <br />Section 2-_. Membership and Tenure. <br />(a) All members shall be appointed by the mayor and shall serve terms co-terminus with <br />that of the mayor, which automatically ends at 12:00 noon on the first Monday of <br />December following any mayoral election. <br />(b) At the discretion of the mayor, reappointments are permissible. <br />(c) Ex-officio membership shall be permitted but these members shall not have voting <br />privileges or qualify for mileage and other financial reimbursements. Ex-officio <br />members shall be selected according to their knowledge and experience in dealing <br />with family and domestic violence. <br />(d) Any vacancy may be filled upon the recommendation of the commission and <br />approval of the mayor. <br />(e) Members shall receive no compensation but shall be reimbursed mileage and <br />other expenses as pre-approved by the commission. <br />Section 2-_. Oath of Affirmation. <br />Before entering upon the duties of their office, each member shall subscribe to an <br />oath of affirmation before some person duly qualified to administer oaths. <br />Section 2-_. Rules of Procedure; Quorum; Meetings. <br />The commission shall have the authority to establish its rules of procedure for the <br />conduct of its business. It shall specify that a quorum shall be at least 50% of the total <br />commission's membership. All proceedings of the commission shall be in conformation to <br />the requirements of the Hawaii Revised Statutes, Chapter 92, Public Agency Meetings and <br />Records (Sunshine Law). <br />Section 2-_. Powers and Duties of the Commission. <br />(a) It shall be the duty of the commission to act in an advisory capacity to the <br />mayor concerning matters pertaining to the subject of domestic and family violence <br />and the commission's effort to reduce and prevent domestic and family violence in <br />the County of Hawaii, to act to improve upon the services to victims and their <br />families, to increase public awareness and education about family violence <br />throughout the island of Hawaii, to recommend and assist in the implementation of <br />procedural and other changes within the agencies and organizations to further the <br />
