Arakaki, Chairman <br /> and Members of the County Council <br /> Page 4 <br /> <br /> <br /> Water for the existing building is presently served by an existing 12-inch <br /> waterline fronting the subject property. Wastewater generated by the proposed <br /> development will be disposed of utilizing an individual wastewater disposal system for <br /> each lot meeting the requirements of the Department of Health. All other essential <br /> utilities and services are or will be made available to support the proposed <br /> development. <br /> <br /> The property has no severe geological or topographical problems which cannot <br /> be properly rectified or which would render the land unusable. The Flood Insurance <br /> Rate Maps (FIRM) indicate that the property is located in Zone X, area determined to <br /> be outside of the 500-year flood plain. There are no significant drainageways <br /> anticipated. While there are no indications of surface water flow on-site, the applicant <br /> will abide by all applicable County guidelines for run-off generated by the <br /> development. Any improvements to the property must comply with Chapter 27 of the <br /> County Code relating to Flood Hazard Control. <br /> <br /> Archaeological sites are not anticipated to be located within the subject property <br /> due to former and current agricultural activities and homesite improvements. The <br /> Department of Land and Natural Resources Historic Preservation Division <br /> (DLNR-HPD) has indicated that the proposed subdivision development will have "no <br /> effect" on historic sites. Should historical sites be located within the subject property, <br /> the applicant will be required to immediately notify the DLNR-HPD. <br /> <br /> Based on the above findings, approval of the Change of Zone request from <br /> Agricultural-40 acres (A-40a) to Agricultural-5 acres (A-5a) zoned district would result <br /> in an appropriate land use pattern that will further the benefit of the general public. <br /> <br /> For your favorable consideration, an amendment to Section 25-8-11, the Lalamilo-Puukapu <br /> Zone Map, of the County Zoning Code is transmitted. <br />
