Therefore, the request would not unreasonably burden the <br /> public agencies to provide roads and streets, water, drainage, school improvements, <br /> and police and fire protection. <br /> Finally, because the subject property and surrounding areas have been <br /> extensively altered with urban development, it is not anticipated that endangered or <br /> threatened candidate species of flora or fauna are located within the subject property, <br /> nor has the area been identified as a significant botanical or biological habitat. In <br /> addition, it is also not anticipated that the proposed development will have any adverse <br /> impact on cultural or historical resources. Most of the subject property is located <br /> within Zone X, area determined to be outside the 500-year flood plain, the remainder <br /> portion of less than an acre near the highway is within the flood plain of Lanimaumau <br /> Stream. It is classified as Zone A, which are areas subject to inundation by the <br /> 100-year flood. The Department of Public Works, Engineering Division recommends <br /> that a drainage study be prepared and submitted for review. <br /> Based on the above findings, approval of this change of zone request from <br /> Agricultural-5a to Single Family Residential (RS-10) and Village Commercial (CV-7.5) <br /> zoned districts would result in an appropriate land use pattern that will further the <br /> benefit of the general public. <br /> For your favorable consideration, an amendment to the SLU Boundaries Map H-25, and an <br /> amendment to Section 25-8-11 (Lalamilo -Puukapu Zone Map), Article 8, Chapter 25 (Zoning <br /> Code) of the Hawaii County Code are transmitted. <br /> We are enclosing a copy of the applications, a copy of the staff background and additional <br /> testimony for your information. <br /> <br /> Sincerely, / <br /> <br /> <br /> Kevin M.
