Arakaki, Chairman <br /> and Members of the County Council <br /> Page 5 <br /> <br /> <br /> * The county shall encourage the development and maintenance of communities <br /> meeting the needs of its residents in balance with the physical and social <br /> environment. <br /> * Zoning requests shall he reviewed with respect to General Plan designation, <br /> district goals, regional plans, State Land Use District, compatibility with <br /> adjacent zoned uses, availability of public services and utilities, access, and <br /> public need. <br /> The proposed change of zone will conform to the goals, policies and standards <br /> of the Single Family Residential and Housing Elements of the General Plan. <br /> <br /> Single-Family Residential <br /> <br /> * To maximize choices of single-family residential lots and/or housing for <br /> residents of the County. <br /> * To ensure compatible uses within and adjacent to single-family residential zoned <br /> areas. <br /> <br /> * To provide single-family residential areas conveniently located to public and <br /> private services, shopping, other community activities and convenient access to <br /> employment centers. <br /> * The County shall designate and allocate single-family residential zoned lands at <br /> varying densities for future use in accordance with the needs of the communities <br /> and the stated goals, policies and standards. <br /> <br /> * Areas shall have basic improvements and amenities necessary for immediate <br /> use. <br /> * Areas shall be limited to low-density and medium density residential uses. <br /> <br /> The applicants are also proposing to develop a 24-lot Single Family Residential <br /> subdivision in the rear portion of the subject property. The proposed request would <br /> complement the following Housing Element goals and policies by creating a mix of <br /> residential housing opportunities, maintaining a housing supply that allows a variety of <br /> choice and by providing housing units for the employees of the Parker Ranch Trust. <br /> The Parker Ranch Employee Housing Program (BHP) provides lots to eligible ranch <br /> employees to provide home ownership opportunities. Employees with a minimum of <br /> five years of service are eligible for the EHP, as lots are available. The employees are <br /> responsible for paying for improvement costs of the lots. However, the land is <br /> amortized and forgiven over the next 20 years by 5 percent for each year the employee <br /> works, so that after 20 years, there is no land cost. <br /> Housine <br /> * Attain safe, sanitary, and livable housing for the residents of the County of <br /> Hawaii. <br />
