As noted, wahi pana (notable places) and akua <br /> <br /> are associated with each other and with events comprising <br /> the cultural history of the ahupua'a of Ka'upulehu in <br /> particular and the region of Kekaha in general. The data <br /> collected in the IRMP gives a good overview of the cultural <br /> landscape of the project area within the ahupua'a frame <br /> <br /> work. <br /> <br /> Further, page 4 of Appendix A indicates that a primary <br /> objective of this study is to "assess the effect of the project <br /> <br /> on the significant sites'. No assessment methodology is <br /> presented in either Appendix A or the body of the IRMP <br /> although the IRMP offers mitigative and interpretive <br /> treatment of certain types of cultural and historical <br /> <br /> resources. <br /> <br /> The steps in resources management are data collection <br /> and resource identification, assessment of the resources, <br /> mitigation of impacts to resources and the interpretation of <br /> <br /> them. Assessment is missing from the IRMP as presented <br /> in general and in from the matter of the 1800 laval flow in <br /> particular. <br /> <br /> <br /> While I am begining to agree with Mr. Maly's testimony of <br />
