COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. 101. 09 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT(S) <br />WHEREAS, Kona Association for Retarded Citizens private, non-profit, charitable <br />organization supporting people with disabilities so that they may easily enter the mainstream of <br />society and contribute their talents and skills to the community; and <br />WHEREAS, Kona Association for Retarded Citizens operates twelve separate programs, <br />which include a residential home for individuals with developmental disabilities, vocational <br />rehabilitation programs, transportation services for adult mental health consumers that provide <br />positive support to a minimum of 1,000 people including family members and advocates <br />throughout the year, and <br />WHEREAS, Kona Association for Retat~ded Citizens considers art as an excellent <br />vehicle for reaching persons limited by their disabilities because it is an alternate form of <br />expression and has resulted in the development of business opportunties for some individuals; <br />and <br />WHEREAS, Kona Association for Retarded Citizens partners with the Medicaid <br />Infrastructure Grant (MIG) that allows people ideutit7ed access to a broad-based program that <br />uses a system of consultants and teachers to train individuals and their Direct Service Workers to <br />reach professional standards and to find markets for their art products; and <br />WHEREAS, Kona Association for Retarded Citizens requires significant resources to <br />insure that service delivery is of the highest quality and that their participants have opportunities <br />to receive training and develop their business skillsets in the field of the arts, and <br />WHEREAS, Contingency Relief funds from Council District 7 will be appropriated to <br />the Department of Research and Developmem to be used toward project costs associated with the <br />development of business skill sets in the field of the arts; thus, insuring Kona Association for <br />Retarded Citizens successful pattern of programming that allow the participants to Flourish and <br />embrace their mission of total inclusion for all people with disability in the business sector; <br />now, therefore, <br />
