COUNTY OF HAW <br />ATE OF HAWAI' I <br />RESOLUTION NO. 12~. 0~ <br />RESOLUTION AUTHORIZING THE MAYOR OF THE COUNTY OF HAWAII TO EXECUTE <br />AND SUBMIT THE 2009 ACTION PLAN AND ALL OTHER RELATED DOCUMENTS TO THE <br />UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR THE 2009 <br />COMMUNITY DEVELOPMENT BLOCK GRANT AND TO THE STATE'S HAWAII HOUSING <br />FINANCE AND DEVELOPMENT CORPORATION FOR THE HOME INVESTMENT <br />PARTNERSHIPS AND AMERICAN DREAM DOWNPAYMENT INITIATIVE PROGRAMS. <br />WHEREAS, the County of Hawai <br />Community Development Block Grant <br />from the United States Department <br />(HUD); and <br />i is a direct recipient of federal <br />(CDBG) Small Cities Program funds <br />of Housing and Urban Development <br />WHEREAS, the County of Hawaii anticipates a 2009 CDBG <br />allocation of $2,400,000 and anticipates receiving $60,000 of <br />additional program income from the Residential Emergency Repair <br />Program for a total of $2,460,000 of CDBG monies; and <br />WHEREAS, the County is a State recipient of the HOME Investment <br />Partnerships (HOME) Program and the American Dream Downpayment <br />Initiative (ADDS) Program, and has included for information purposes <br />its proposed 2009 HOME program projects which includes $985,000 of <br />2009 HOME program funds, $9,396 of ADDI program funds, and anticipates <br />receiving an additional $25,000 of program income, for a total of <br />$1,014,346; and <br />WHEREAS, it is required by HUD that before the County of Hawai i <br />receives its 2009 CDBG allocation, the County shall submit its yearly <br />Action Plan as required by the Consolidated Plan; and <br />WHEREAS, the Action Plan is a yearly plan that includes the <br />actual projects and activities that will be carried out with the <br />County's 2009 CDBG, HOME and ADDI funds; and <br />WHEREAS, the CDBG, HOME and ADDI projects and activities must <br />meet the priorities and objectives as described in the Consolidated <br />Plan; and <br />WHEREAS, it is required by HUD that the County of Hawaii submit <br />certifications assuring conformance to related rules, regulations and <br />laws of the CDBG, HOME and ADDI Programs; and <br />
