2. The County uti/izes a RFP process to allocate its CDBG, HOME and ADDI funds. <br />The respective proposal requires that the applicant identify and describe other <br />sources of funds that will be used for the project. <br />Needs of Public Housing <br />1. Describe the manner in which the plan of the jurisdiction will help address the <br />needs of public housing and activities it will undertake during the next year to <br />encourage public housing residents to become more involved in management and <br />participate in homeownership. <br />2. If the public housing agency is designated as "troubled" by HUD or otherwise is <br />performing poorly, the jurisdiction shall describe the manner in which it will <br />provide financial or other assistance in improving its operations to remove such <br />designation during the next year. <br />Program Year 5 Action Plan Public Housing Strategy response: <br />The County does not currently administer any public housing units and will, <br />therefore, defer to the State's Action Plan. <br />Barriers to Affordable Housing <br />1. Describe the actions that will take place during the next year to remove barriers <br />to affordable housing. <br />Program Year 5 Action Plan Barriers to Affordable Housing response: <br />The County is undertaking the fo/lowing efforts to reduce and/or remove affordable <br />housing barriers among various housing stakeholders. <br />Foster and Maintain Affordab/e Housing <br />The County will: <br />• Administer the American Dream Downpayment Assistance, Residential <br />Emergency Repair, and Native Housing Assistance and Self-Determination Act <br />Programs. <br />• Coordinate landlord forums and promote benefits of its rental assistance <br />program. <br />• Establish a rental education program for waitlist applicants. <br />• Work with the Real Property Tax Division to inform landlords about the <br />Affordable Rental Housing Program. <br />• Educate the community (including non-English or Limited English Proficiency) <br />on tenant/landlord roles and responsibilities under the Fair Housing Act. <br />• Represent homeless needs to State agencies to encourage mainstream <br />resourcing to address homelessness. <br />• Administer Fair Housing training to participant's island wide. <br />• Educate business communities and solicit support for needed housing <br />programs. <br />• Support authorized pre-emptions, pursuant to Hawaii Revised Statutes 201H <br />and 46-15 to assist in development of affordable housing projects. <br />• Design a website to increase housing and program information accessibility. <br />Fifth Program Year Action Plan 8 mmVersion 2.0 <br />
