COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. g3~ 09 <br />RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER <br />INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT <br />OF HEALTH, PURSUANT TO HRS 46-7, FOR FUNDING FOR THE <br />HAWAII COUNTY'S CONGREGATE AND HOME DELIVERED MEALS <br />PROGRAM <br />WHEREAS, annually, the Hawaii County Office of Aging is awarded Older <br />Americans Act (Title III) and State of Hawaii Kupuna Care (KC) funds from the <br />Executive Office on Aging of the State of Hawaii Department of Health; and <br />WHEREAS, these funds are then contracted out to the Hawaii County Nutrition <br />Program to provide congregate and home delivered meals to older individuals in Hawaii <br />County; and <br />WHEREAS, the American Recovery and Reinvestment Act (ARRA), signed by <br />President Barack Obama on February 17, 2009, included an appropriation for Nutrition <br />Services; and <br />WHEREAS, the ARRA funds will enable the County of Hawaii to provide <br />approximately 4,899 congregate meals and 3,561 home delivered meals to eligible <br />older individuals in Hawaii County; and <br />WHEREAS, in addition to the meals provided, portion of the ARRA funds will be <br />used to employ a temporary part-time staff to deliver meals to homebound seniors and <br />increase work hours to a number of staff at congregate meal sites; and <br />WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county <br />departments obtain the consent of the council to enter into agreements with the federal <br />or state governments respecting action to be taken pursuant to any of the powers <br />granted by law to furnish, expend, and receive any funds or other assistance in <br />connection with projects being or to be undertaken pursuant to those powers. <br />
