F. Lee, State Director of Civil Defense, has tendered the appointment of Mayor Kenoi <br /> as Deputy Director of Civil Defense to be the head of all local organizations for Civil Defense in <br /> Hawaii County. <br /> <br /> Corporation Counsel Lincoln Ashida and Hawaii County Civil Defense Administrator <br /> Quince Mento answered Council member's questions on behalf of Mayor Kenoi. Council <br /> members Ford and Greenwell also inquired about the traditional structure of command which <br /> places County Mayors as State Civil Defense Deputy Directors. Council members Naeole and <br /> Yagong expressed support for the existing system; and Council member Ford voted kanalua <br /> twice. <br /> <br /> Your Committee on Public Safety and Parks and Recreation is in accordance with the purpose <br /> and intent of Communication 224 and recommends the appointment of Mayor William P.
