COUNTY OF HAWAII <br />JMTr or M+~+, <br />tP.• ~~~ <br />1dm<,: <br />'• ~_ <br />.; : ~: <br />+r~ ni.Nr.P <br />RESOLUTION NO. <br />STATE OF HAWAII <br />156 09 <br />A RESOLUTION RECOGNIZING MAY AS "NATIONAL DRUG COUR'C MONTH." <br />WHEREAS, the month of May has been declared "National Drug Court Month" by <br />the National Association of Drug Court Professionals for the purpose of increasing an <br />awareness of drug courts and their missions on the national, state, and local levels; and <br />WHEREAS, drug courts are special courts given the responsibility of handling cases <br />involving non-violent, drug-use offenders through intensive judicial supervision, and <br />mandatory comprehensive treatment for substance abuse; and <br />WHEREAS, statistically, the National Drug Court program has proven successful in <br />terms of its retention and recidivism rates, overall cost to taxpayers, and reducing drug-related <br />crimes; and <br />WHEREAS, since their establishment in 1994, and as a testament to the program's <br />effectiveness, drug courts operating nationwide have grown in number from 12 to over 2,300 <br />operational drug courts; and <br />WHEREAS, the Big Island drug court program was established in October, 2002 and <br />has thus far experienced success similar to that of other drug courts throughout the nation; and <br />WHEREAS, the judges, prosecutors, probation officers, defense attorneys, treatment <br />and rehabilitation professionals, law enforcement personnel, researchers, educators, national <br />and community leaders, and others dedicated to the drug court movement should be <br />recognized and congratulated for the profound impact their contributions are having on our <br />communities; and <br />WHEREAS, the County of Hawaii stands united with the rest of the country in <br />fighting drug abuse in America; now, therefore <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it <br />recognizes May as "National Drug Court Month" and supports the efforts of the National <br />Association of Drug Court Professionals in increasing a nationwide awareness of drug courts <br />and their missions. <br />BE IT FURTHER RESOLVED that the Hawaii County Council acknowledges, <br />congratulates, and thanks all the practitioners and participants who have contributed to the <br />growing success of the drug court program. <br />
