REQUEST: <br /> <br /> <br /> An Ordinance authorizing the Mayor to enter into an intergovernmental agreement for a Loan from the <br /> American Recovery and Reinvestment Act of 2009 portion of the State Water Pollution Control Revolving <br /> Fund for Wastewater improvement projects and authorizing the issuance of $7,500,000 General Obligation <br /> Bonds of the County of Hawaii for the purpose of financing the following projects: <br /> Komohana Heights LCC Replacement <br /> Honokaa LCC Replacement <br /> Queen Liliuokalani Village LCC Replacement <br /> North Kona Sewer <br /> North Kona Effluent Reuse Upgrade <br /> <br /> <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> <br /> The Department of Environmental Management will be submitting an application for a loan(s) funded by the <br /> American Recovery and Reinvestment Act of 2009 portion of the Water Pollution Control Revolving Fund. <br /> The State Department of Health has indicated that $7,500,000 of the ARRA funds will be made available to <br /> the County of Hawai'i as a zero interest, zero fee loan with principal forgiveness. To be eligible for these <br /> funds, projects must be ready to go and meet the required timelines. We believe the projects listed above <br /> can meet the requirements, however, as with any project, a number of things could cause a delay for any of <br /> these projects. At this time, we expect to expend the available ARRA funds on Komohana Heights LCC <br /> Replacement and Honokaa LCC Replacement. The other projects listed are alternates should either of <br /> these projects encounter any delays. Due to the strict deadlines associated with the ARRA funds, it is our <br /> intention to maximize the utilization of these funds by directing the funds to any combination of the above <br /> listed projects based on project readiness. <br /> We kindly request that this bill be waived from committee in order to expedite the authorization and <br /> execution of the loan agreement(s) so that construction on these projects can begin as soon as possible to <br /> comply with the required timelines. <br /> <br /> <br /> <br /> <br /> SIGNED: ~ ' DATE: C~l~l S 2 <br /> Department Head <br />
