COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. ~-8~ 09 <br />RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER <br />INTO AN AGREEMENT WITH THE OFFICE OF HAWAIIAN AFFAIRS <br />(OHA), PURSUANT TO HRS 46-7, FOR A TRAINING GRANT FOR THE <br />HAWAII COUNTY POLICE DEPARTMENT <br />WHEREAS, the Office of Hawaiian Affairs (OHA) is providing a grant to train and <br />educate patrol officers of the Hawaii County Police Department in the areas of cultural <br />awareness, crisis intervention, homelessness, and mental illness; and <br />WHEREAS, the goal is to increase awareness and provide knowledge and skills <br />for police officers when interacting with at-risk individuals, particularly those who may be <br />suffering from mental illness; and <br />WHEREAS, the funds will be used for the bicycle patrol program as it will enable <br />the officers to respond appropriately to a crisis, to assist with access to mental health <br />services, and to reduce the number of arrests; and <br />WHEREAS, the funds will also be used for bicycle safety training for the officers <br />and for equipment and maintenance expenses; and <br />WHEREAS, the bicycle patrol area will service the Hilo and Ke`aukaha area as <br />these areas have a large population of Native Hawaiian youths and adults; and <br />WHEREAS, the Hawaii County Police Department would like more individuals to <br />feel comfortable in accessing help and assistance through the bicycle program; and <br />WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county <br />departments obtain the consent of the council to enter into agreements with the federal <br />or state governments respecting action to be taken pursuant to any of the powers <br />granted by law to furnish, expend, and receive any funds or other assistance in <br />connection with projects being or to be undertaken pursuant to those powers. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY <br />OF HAWAII, in accordance with section 46-7, Hawaii Revised Statutes, that the Mayor <br />of the County of Hawaii is authorized to execute, on behalf of the County, the <br />Memorandum of Agreement, attached hereto and incorporated herein by reference as <br />Exhibit "1 ", to enable the County to receive the funding for this OHA training grant. <br />
