No. 332/Bill No. 78 <br /> PLACE: Council Chambers <br /> TIME: 10:06 a.m. <br /> <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> <br /> Your Committee on Finance, to which was referred Bill No. 78, reports as follows: <br /> <br /> Bill No. 78, transmitted by Director of Finance Nancy Crawford, via Communication No. 332 dated <br /> May 6, 2009, amends the Capital Budget by appropriating an additional $1,000,000 to the Kealakehe <br /> Wastewater Treatment Plant Aeration Upgrade project. This project consists of design and construction <br /> to address replacement of existing blowers with new ones, expansion of the Operations building to house <br /> the new blowers, re-working the electrical system to accommodate the new blowers, replacement of <br /> aeration piping to the existing lagoons, and replacement of existing air diffusers within the lagoons. <br /> <br /> The additional funding needed to support the construction portion of the project is based on refined cost <br /> estimate information provided in the draft April 2009 Preliminary Engineering Report (PER). This brings <br /> the total appropriation for this project from $4,500,000 to $5,500,000. The amendment is as follows: <br /> <br /> ENVIRONMENTAL MANAGEMENT: <br /> <br /> Kealakehe Wastewater Treatment Plant Aeration Upgrade <br /> (110.699.5696.18) 4,500,000] $ 5,500,000 <br /> <br /> Funds for this appropriation increase shall be provided from: <br /> <br /> General Obligation Bonds, Capital Projects Fund - <br /> $ 1,000,000 <br /> Fund Balance and/or other Sources <br /> <br /> Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County Charter, the <br /> Mayor is hereby authorized to apply for, receive and expend the funds for the Department of <br /> Environmental Management. <br /> <br /> Councilmember Ford asked if this project was on the first round of Federal stimulus funding requests. <br /> Wastewater Division Chief Dora Beck advised that it was but they had not heard yet if it was going to <br /> receive funding.
