<br /> plan beginning at Step A or the employee's existing compensation level,
<br /> whichever is applicable, at a rate of no more than two steps for fiscal year
<br /> 1997-98 and one step per fiscal year thereafter; provided that additional step
<br /> movements or raises shall be authorized only if approved by resolution of the
<br /> council.
