The positions and rates of compensation adopted in the 1997 <br /> budget of the County of Hawaii are hereby ratified and confirmed as of July 1, <br /> 1997; and that any creation of positions or changes of pay subsequent to the <br /> adoption of said budget, shall take effect as authorized on the date of such <br /> creation or change of pay or a date otherwise prescribed, subject to the <br /> certification of availability of funds by the director of finance. <br /> SECTION 10.
