Commercial developments shall <br />provide for adequate internal circulation amongst commercial facilities in the <br />area. <br />LAND USE — MULTIPLE RESIDENTIAL <br />• To provide for multiple residential developments that maximize convenience for <br />its occupants. <br />• To provide for suitable living environments which accommodate the physical, <br />social and economic needs of the islands residents. <br />• Appropriately zoned lands shall be allocated as the demand for multiple <br />residential dwellings increases. These areas shall be allocated with respect to <br />places of employment, shopping facilities, educational, recreational and cultural <br />facilities, and public facilities and utilities. <br />• Areas shall be located in such a manner that traffic generated by high density <br />development will not be required to travel through areas of lesser density en route <br />to principal community facilities. <br />• Provide adequate access to arterial streets, shopping facilities, schools, <br />employment centers, and other services. <br />• Development shall be located in areas where public utilities can be economically <br />provided at a level adequate to meet the demand for the concentrated service. <br />• Recreational areas and/or recreational facilities shall be considered in multiple <br />residential. <br />The Land Use Pattern Allocation Guide (LUPAG) Map component of the General <br />Plan is a representation of the document's goals and policies to guide the coordinated <br />growth and development of the County. It reflects a graphic depiction of the physical <br />relationship among the various land uses. The requested zone change from Agricultural <br />(A -5a) to Residential -Commercial Mixed Use (RCX-2a) zoned district conforms to the <br />LUPAG Map, which designates the property as Urban Expansion Area. Urban <br />Expansion Area allows for a mix of high density, medium density, low density, industrial <br />and/or open designations in areas where new settlements may be desirable, but where the <br />specific settlement pattern and mix of uses have not yet been determined. This change of <br />zone will facilitate the development of a framework of a concentration of urban activities <br />occurring in an orderly manner commensurate with the provision of necessary <br />
