Salary Ordinance of 2009 <br /> Page 7 <br /> SECTION 11. Severability. If any section or any part or clause of any section of this <br /> ordinance be decided by the courts to be unconstitutional or invalid, the same shall not affect the <br /> <br /> validity thereof which can be given effect without that so decided to be unconstitutional or invalid. <br /> SECTION 12.
