~ o
REPORT OF THE
COMMITTEE ON FINANCE
DATE: June 1, 2009
PLACE: Council Chambers
TIME: 9:02a.m.
Re: Comm. No. 372/Bill No. 92
Council Chair and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Finance, to which was referred Bill No. 92, reports as follows:
Bill No. 92, transmitted by Finance Director Nancy Crawford, via Communication No. 372
dated May 20, 2009, amends Ordinance 08-106, pertaining to the issuance of General Obligation Bonds
for the purpose of financing various public improvements. The purpose of this measure is to amend the
Ordinance's attachment noted as Exhibit A, Draft 2, by replacing it with a new exhibit which adjusts
funding for various projects based on actual needs that differ from the stimates in the original bond
ordinance; adds a new project, Kealakehe Wastewater Treatment Plant (W WTP) Sludge Removal,
because it needs to be done concurrently with the WWTP Aeration Upgrade. There is no change to the
total amount of the bond authorization.
Councilmember Hoffmann asked to confirm that this amendment does not add any additional cost to the
bond. Finance Director Nancy Crawford stated it did not.
Councilmember Ford questioned the reduction of $800,000 from the Pahoa Police Station offsite
improvements. Director Crawford advised that the offsite work was for traffic control measures and that
it was done at a reduced cost. Director Crawford also stated that the other money being moved around
was also a result of cost savings in the projects, which allowed the Administration to do this without
changing the total amount of the bond request.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 92, and recommends it
pass first reading.
sao
AYES NOES .4&E EX
ENRIQUES X
FORD X
GREENWELL X
HOFFMANN X
IKEDA X
NAEOLE X
ONISHI X
YAGONG X
YOSHIMOTO X
Respectfully submitted,
COMMITTEE ON FINANCE
DOMINIC Y
FC REPORr
ADOPTED:
AUG 0 5 2009
