This is a "work in progress" resolution. <br /> <br /> The most effective way to gain the support of Congress is to submit "one" priority list from the <br /> full Council rather than nine separate district lists. If we lobby our Congressional delegation as <br /> a unified Council, we will achieve better results. <br /> <br /> I encourage all Council Members to submit their top priority project.
