3) Sewage disposal: The proposed project will utilize the existing sewer line <br />along Laukapu Street. <br />4) Solid waste: There is no municipal collection system for solid waste in the <br />County of Hawaii. All waste generated by the proposed project will be <br />disposed at appropriate sites designated by the Department of Environmental <br />Management. <br />5) Police and fire protection: The police station is situated approximately 1.5 <br />miles away and the closest fire station is the Waiakea Fire Station situated <br />approximately I mile northeast of the project site. <br />6) Schools: The proposed project will not have any impact on schools in the <br />area. <br />7) Parks: The County's Hoolulu Park complex is situated approximately 1,000 <br />feet north of the subject property. <br />8) Other utilities and services (telephone/electricity): The subject property is <br />served by electrical and telephone lines from Laukapu Street. <br />E) ENVIRONMENTAL ASSESSMENT AND ANALYSIS <br />I) Relationship between local short term uses of environment and <br />maintenance and enhancement of long term productivity: The project <br />azea has been committed to single family residential use for over 70 years. <br />Approval of the subject change of zone application will allow the property to <br />transition from single family residential to industrial -commercial mixed use <br />which is consistent with the General Plan LUPAG Map designation. <br />2) Mitigative measures proposed to avoid, minimize, rectify or reduce <br />impact: Impacts resulting from the proposed change of zone are expected to <br />be minimal. Any potential impacts can be mitigated by complying with all <br />applicable code requirements. <br />3) Alternatives to the proposed development: In the event that the change of <br />zone application is denied, the RS-10 zoning will remain and potential <br />industrial -commercial users will seek other locations for their businesses. <br />4) Irreversible and irretrievable commitments of natural resources that <br />would be involved if the proposed action is implemented: The subject <br />property has been utilized for single family residential use for over 70 years. <br />As such, the natural resources of the azea have already been committed for <br />urban use for many yeazs. <br />
