COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. ~~'~ 09 <br />A RESOLUTION REGARDUVG PUBLIC ACCESS AND MANAGEMENT. <br />WHEREAS, public lands on the Big Island are generally managed from an <br />environmental and physical perspective; and <br />WHEREAS, this approach does not allow for many of our cultural activities to be <br />practiced on these public lands; and <br />WHEREAS, traditionally ancient cultural practices and environmental and physical <br />stewardship were synonymous; and <br />WHEREAS, environmental and physical decisions relating to land management based <br />only upon modern science often neglect this ancient tie; and <br />WHEREAS, modern methodology all too often either ignores or is unaware of the <br />personal sensitivity developed by practitioners of cultural practice; and <br />WHEREAS, the disconnection of cultural practitioners will eventually destroy the vital <br />tie between culture and nature; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF AAWAi`i to <br />encourage greater dialogue between the U.S. Fish and Wildlife Service, the State of Hawaii, and <br />the County of Hawaii to establish an open program or format for the management of public <br />lands. <br />
