HAWAII POLICE DEPARTMENT <br />COUNTER CANNABIS FIELD OPERATION <br />REPORT TO COUNTY COUNCIL OF COMPLAINT RECEIVED <br />CCFO No.: 2009-002 <br />Complaint No.: 1 <br />Date/Time Reported: 06-30-2009/1044 Date/Time Occurred: 06-30-2009/1044 <br />Location: Ho'opuloa Road Honaunau / 87-88 mile marker makai side of highway <br />Complaint: <br />Caller lives off of highway on 8 acre parcels. Stated that the helicopters are going back and forth at <br />high speeds and circling near her house. She understands that there is most likely marijuana in the <br />area but was wondering if the helicopter could just "hover" instead of circling in the air. She also stated <br />observing another helicopter that is a lot higher than the one circling. <br />Color of Helicopter: White/Gray with a red stripe near the tail <br /> <br />Tail No.: Unable to see Letters "HPD" Visible: YesQ No0 <br />Call Received By: Lt. Richard SHERLOCK #15 <br />Complainant Recontacted By: Lt. Miles Chong Date/Time: 06-30-09/1357 <br />Reason for Being in Area: <br />Guidance and aerial cover for ground personnel <br />Time in Area: 30 Min No. of Plants Recovered: 734 <br />Immediate Action Taken: <br />Notified Lt. CHONG via cell phone. RS-15 <br />Comments: <br />It was explained that the helicopters were there to provide guidance to ground personnel and cover for <br />officer's safety due to the ruralness of the area and proximity of a residence where three people were <br />observed to be at. It was also explained that one of the more difficult maneuvers for a helicopter pilot <br />is to hover and that wide circles provides better coverage to identify any potential dangers. <br />Submitted By: Lt.
