<br /> <br /> MSmalahoa Highway Bypass summary of 60-day report <br /> Page 2 <br /> <br /> For five Kona Scenic subdivision residents, the safety improvements have decreased their quality <br /> of life. The increased traction on the downhill lanes of Manawa, Haleki'i and Nape streets to <br /> prevent vehicles from crashing into homes has amplified the noise to the neighborhood. The <br /> pedestrian signal situated between the Court Building and Mamao Street shines directly into a <br /> home. We have adjusted two of the three lights to remove the glare. <br /> Residents are slowly beginning to utilize the mini circles at Mamao and Muli Streets and Haleki'i <br /> and Manawa. <br /> Keauhou Resort residents are pleasantly pleased with the improvements made to the area and with no <br /> traffic congestion at Kamehameha III and at Kaleiopapa. Their definition of success was no traffic <br /> backing up at Kamehameha III and at Kaleiopapa and no speeding or increase in noise. Speeding and <br /> noise are still concerns along Ali'i Drive between Kamehameha III and Kaleiopapa. <br /> For Hokuli a residents, success is easy access during the hours the Bypass is open to the public. <br /> 1250 Oceanside Partners see the community benefit provided by the alternate route. <br /> <br /> Daily operations <br /> • Special off duty police officers and Public Works employees control traffic to enforce the <br /> conditions of the grant of easement from 3 p.m. to 7 p.m. Vehicles, bikes and pedestrians not <br /> permitted on the Bypass are refused entry. On holidays, a special off duty officer at the Ali'i Gate <br /> reminds motorists the Bypass is closed. Message boards, radio ads, and news releases also <br /> inform the public of the holiday closure. <br /> Public Works pays $916.35 a day to operate the Bypass, and $119.00 for a special duty officer <br /> only on holidays. It will cost $76,505.05 to operate the Bypass until the 180-day trial concludes <br /> on Friday, September 4, 2009. <br /> Safety Improvements <br /> • Prior to opening the Bypass, the County of Hawai'i completed safety improvements along Ali'i <br /> drive, in Kona Scenic subdivision and on Highway 11. Traffic, Engineering and Highways <br /> implemented these measures. It was to facilitate travel only for additional southbound traffic, and <br /> was a requirement of Ordinance Nos'Nos' 08-58, 08-59, and 08-64. The cost of these safety <br /> improvements is $1,899,822.40 and includes a comprehensive general liability insurance required <br /> by the developer. <br /> The safety measures to lessen the impacts from additional traffic were concerns of residents <br /> along Ali'i drive, and Kuakini Hwy and from Keauhou Resort and Kona Scenic subdivision. <br /> Planned safety improvements <br /> • Additional safety requirements in Ordinance, 08.58 and 08.59 were estimated to cost $5 million. <br /> They include traffic signals along Ali i Drive, installing smart signs between Keauhou and Kailua <br /> Village, a pedestrian path mauka of Ali'i Drive between Kamehameha III and the northwestern <br /> end of the Mamalahoa Highway Bypass, and resolving bike, pedestrian and right-of-way <br /> encroachments on Ali'i Drive. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> County of Hawaf i is an Equal Opportunity Provider and Employer. <br />
