Ford, Council Member `'n <br /> <br /> SUBJECT: A Bill for an Ordinance to Initiate a Hawaii County Charter Amendment to <br /> Article 111, Section 3-18, to Establish Budgetary Independence for the Office of <br /> the Legislative Auditor, Revise the Provision Relating to Retention of Legal <br /> Counsel, and Make One Non-Substantive Correction to Existing Charter <br /> Language <br /> <br /> Attached please find a bill for an ordinance to initiate an amendment to the Hawaii County <br /> Charier 2000 (2008 Edition), pursuant to Hawaii County Charter section 15-1, subsection (a). <br /> <br /> If approved by the council and subsequently the electorate in the 2010 general election, the <br /> amendments would effectively set aside two-tenths of one percent (.002) of the combined <br /> operating, capital, and special funds budgets for each fiscal year to be appropriated to the Office <br /> of the Legislative Auditor for its annual expenses. <br /> <br /> The ordinance also makes one non-substantive change to section 3-18, subsection (f), to correct a <br /> grammatical error in the existing language of the Charter and reformats this subsection by setting <br /> out the Legislative Auditor's right to retain an independent counsel as its own paragraph, with <br /> other minor revisions to that provision. <br /> <br /> Please place this matter on the appropriate committee agenda to meet on September 1, 2009. <br /> <br /> <br /> BF <br /> Att. <br /> 131 Comm.
